For a phrase search, the phrase needs to be enclosed in single quotes.
Not intuitive at all.
Paul is going to find out from Sirsi whether it would be possible for us
to change that to double quotes, which pretty much every other search
engine I know uses for phrase searching (when phrase isn't the default
mode).
